Notice on Approving the Establishment of Municipal Engineering Technology Research Centers, Key Laboratories, and Off-site R&D Institutions by 94 Organizations, Including Nanyang Tongkai Biotechnology Co., Ltd.
To the science and technology administration departments of each county (district), and to all relevant organizations:
To implement the Municipal Party Committee and Municipal Government’s “Two Wheels, Two Wings” development strategy, strengthen our city’s scientific research infrastructure, and enhance industrial innovation capabilities, the relevant county (district) science and technology administration departments and industrial clusters have conducted preliminary reviews of enterprise applications for engineering technology research centers, key laboratories, and off-site R&D institutions within their jurisdictions, and have subsequently provided recommendations. Based on these county (district) recommendations, the Municipal Science and Technology Bureau carried out a thorough review and verification process. After careful consideration, the bureau has approved the establishment of municipal-level engineering technology research centers for 73 entities, including Nanyang Tongkai Biotechnology Co., Ltd.; municipal-level key laboratories for 20 institutions, such as Nanyang Normal University; and an off-site R&D institution for Henan Maisong Medical Equipment Manufacturing Co., Ltd.
Units aiming to establish municipal-level engineering technology research centers, key laboratories, or R&D institutions located outside the city are encouraged to further refine their implementation plans in accordance with the relevant platform-building guidelines. Actively engage in cutting-edge research and development activities, enhance the commercialization of scientific and technological achievements, accelerate the development of innovative talent teams, and foster top-tier scientific and technological leaders. By doing so, these entities can swiftly transform themselves into powerful engines driving rapid and sustainable growth—both for their own organizations and for the broader industry. The Municipal Science and Technology Bureau will conduct evaluations based on the provisions and requirements outlined in the "Nanyang City Management Measures for the Construction and Administration of Science and Technology Innovation Platforms (Trial)" (Document No. Wanke [2018] 8) and the "Nanyang City Management Measures for the Recognition of R&D Institutions Established by High-Tech Enterprises Outside the City (Trial)."
